Egyptian real estate law? (Cairo)

Dear InterNations friends.
I have a question about Egyptian land law. Is there a "right of first refusal"? German: Vorkaufsrecht. I own a riverfront property in Luxor Westbank. There are 1,5 kirat between my property and the riverbank. I was sure nobody would buy it because the land is to be reserved for a future corniche. Now the owner of this land is trying to sell it which means that it would obstruct my riverview.
In my country, there is a right of first refusal which is registered in the land register.
Does Egyptian law provide this?
