Immigration Problems (Calgary)

I'm a Irish electrician who has lived in Australia fro the past 3 years.My girlfriend is Canadian and wanted to come back for a year for a visit.I sent off to the immigration office in London for a year working visa with all the police checks and right forms filled out.They have now sent me back a rejection because i haven't lived in Ireland for 18 months out of the past 3 years which would be impossible cause i was in Australia.The other problem is that i cant apply from the Australian website because i'm not a citizen.If anyone could help me in anyway it would be really appreciated.I'm in Edmonton at the moment.
