Stepson stranded in Lima (Calgary)

I’m hoping someone here has a connection to Lima in Peru who can help. My stepson was travelling in South America and landed in Lima early last week and, like all abroad, was told by the Canadian government to get home. At the same time the Peruvian government told all non nationals to leave the country by midnight of the next day. He has been trying to get on the plane that left on 24th and the one due on 26th but has not been given a place on either one. He has had his mobile phone stolen there and items in his hotel room taken when out. TD has frozen his card due to what they think are unusual costs in Lima but are in fact the price gouging he is facing there by opportunistic vendors and hotels in this Covid-19 crisis. He does have access to some email and FaceTime. TD responds to his and our emails by sending a PIN to his phone which is useless since it was stolen. TD keeps saying to his mother in Toronto and the rest of us that he would need to come into a branch in Canada to verify his identity which is insanely impossible.
As no further flights are planned for Canadians out of Lima and the country is in lockdown with policia checkpoints on most corners we are concerned his visa will expire and then these checkpoints will arrest him. We worry what will happen then.
Calling the embassy there is a 2 hour hold and then the line is dropped. The SOS line in Ottawa is seemingly unable to help.
Does anyone in our Internations community have a connection in Lima that can help him and us, perhaps by allowing a phone number that can receive his PIN or in some way help him if he continues to be stranded there. We are so concerned and are out of any other options.
