Question About TV Compatibility in Brazil (Campinas)

Dear Friends,
I would like to ask a question concerning the use of a television set in Brazil that does not comply to local PAL-M (analogical) and or ISDB-T (digital) standards. See link below Protected content

Anyway since the television will only be used to watch cable TV I decided to call NET Cable Operator to ask if their cable converter box (that box used to unscramble incoming signal used by cable TV providers) would be able to solve the issue by simply being set to a foreign television's configurations. They told me it can, and that any TV set, from anywhere, can be used since their converter box makes this a non issue.
Is this true?
