Importing household goods - temporary residency (Cape Town)

Hello everyone! I am working on my last bit of research before applying for a temporary residence retirement permit and have just been informed that I will have to pay duty on importing my household goods - has anyone had to deal with this? I have read SARS but it is not very specific. But it seems I will have to pay duty and VAT? I read somewhere that it is refundable when I leave the country, but I am not planning on leaving - just renewing by temporary residence. I don't qualify for permanent residence. I am wondering how they calculate the value since it is all used household goods - mostly of not much value except to me - and what rate they apply? Any advice would be appreciated. Thank you.
