the Cascais line-Best place to live

Hi eveyone!
I need your advice. I am moving to Portugal to work in Oeiras and I want to live in the Atlantic Ocean. I was told about the Cascais Line but which of all the towns is the ideal to live?
Do I need it to be flat to ride a bike, nice beaches and clean waters and to be a city full of activities.
What do you recommend?
