Woman w/Children Moving to Chennai

We have lived in India before--in Punjab and are not wanting to go back to the same place. I have researched and believe that Chennai is a pretty good area to live in and also not as expensive as Delhi.
Is the expat community large enough and a good support system?
Like I said, we have lived in India before and know the ins and outs. We would just need to be "pointed in the right direction" as far as getting set up over there.
What are your thoughts?
