Temporary residence permit for US citizen ? (Chisinau)

I find the following info at Protected content

This web page separate US citizen from "Category of applicants",
it gives me an impression that US citizens get a different treatment,
and a US citizen does not have to fall into one of the six listed categories
to get a temporary residence permit ?

Like to hear from US expat in Moldova.
