Internet Installation (Cologne)

Hello! I just moved to Cologne a couple of days ago. I spoke to someone at NetCologne today as I am trying to arrange internet connection in my apartment. I was told it would take 4 weeks before somebody could come to install the internet...is this normal? It seems like a very long time.
