live in gologne (Cologne)

hi,
my name is alex melberg and i would like to move in germany with my family from norway.but i have little bit a problem i hope someone can help me , in germany have some rules like you can not a rent a apartament witout job and you can not began a job without registration . to registratet yourself you have to have place to live . so someone have idea how i can do it.
