Getting back your "caution" - advice please (Dakar)

Hi,

I have recently moved from the first house I rented here in Dakar. The agency and the owner all agree that I am owed the full "caution". but I have not received it. The owner just says he has money problems and he is trying to work out a way to pay me etc, etc. I am in touch with a huissier, to try to chase this money. I just wondered if anyone had had experience of a similar situation and had any advice.
