"After all the killing that Bush/Obama have done in Iraq and Libya and Congo (with troops currently being sent to Uganda to kill "Black People"), why is the price of oil going up?"

The US and its European allies have taken over 100% of Iraq's and Libya's oil production, as well as their reserves.
This gangster-like take over cost a minimum of 1 million Iraqi lives, and (during a 6 month conflict) 50,000 Libyan lives.

It is obvious that tax dollars have helped Euro-American oil companies greedily fatten their pockets at the cost of millions of nonwhite dead and wounded people.
