Mobility in dhaka Need your advise! (Dhaka)

This is my third day in Dhaka and I have already realised why ‘Traffic Jams’ in Dhaka are subject to international debate! However I have plan to be here for next three years and certainly without mobility it is going to be difficult to relay upon public transport or stinky taxis. Is it possible for foreigners to own vehicle here? Does international driving license is respected here or one needs to get the local license? And what would be the most economical way to sort out the mobility issue? I mean owning vehicle, leasing it or any other way...
