CC & Doha Banks

Hey guys

I am in Vodafone and need to open a bank account in Doha and i was wondering which bank can give me online/internet banking with loads of features including online payments of Government services (if they are online ;p) and a smart Credit Card which has Qmiles as its reward program.

Some one suggested commercial bank, but i have heard that their Credit card link is a bit slow and often you get transaction declined error; with QNB, theissue was with its safety. A number of customers were complaining about the cc fraud and duplicate cc issuance. HSB is out of the window for sure, so i am left with what?
