Delayed start dates for jobs (Doha)

Hi all, I just wondered if anyone has experienced a long wait for a start date Qatar. I have heard things are pretty laid back in Qatar and business can be slow. My husband had a job offer in Jan and we are still waiting for a start date. He's in construction. Has anyone else had this issue?
We can't wait to get out there!
