Wondering about USD to Euro Exchange rate. (Dresden)

I've been to the Dresden main station, and there's a (my spelling might be wrong) RIESCE bank (Western Union).

They currently charge Protected content depending on total amount. The exchange rate is about 7% in difference. For example, their exchange rate is 1 USD for .68, but the current exchange is 1 USD for .75. So there's a 7 cents (percent) difference. I was trying to exchange $200 USD, and it cost a fee of $5.

I was wondering if internations members might know a good rate for money exchange.
