Christmas Party - HELP ME PLEASE! (Dubai)

I have to put a Christmas party together for 60pax on the 15th of December with the smallest budget in the world! (AED200 per person)

I have found a really good deal on a boat, but they can only take 50 of us.
I was told to look into renting a villa for the night and having a big party, but I don't even know where to start looking into that. <--do you know?
I am seriously struggling to come up with ideas that includes, dinner, alcohol, music, dancing in this TEENY TINY Budget of mine!
