Emirate ID for a non working spouse G.C.C Citizen (Dubai)

Since I have arrived in the UAE, I have been trying to find a solution for this Dilema!I asked several people, visted the official portal , even visited legal typing offices and tried to get registered for an Emirates ID , but couldn't.. The million dollar question is how can I get an Emirates ID and am I entitled to one?

I am a G.C.C Citzen ( dont require visa to enter the UAE) not working in the UAE who is married to an expat who has UAE residency. I woulld be grateful if someone could answer this One Million Dollar question.
