establishing business in the UAE (Dubai)

hello to you all,

my friends wish to incorporate a business in the UAE "not in free Zone" . the business will be Travel Consultant (not travel agent or tour operators . just consultancy service that provide advise to travel agent and tour operators in the UAE.
