Getting a Car (Dubai)

Hi,
One of my friend is about to get a car after getting the License. He is working as a Software Engineer in Abu Dhabi and I'm helping him to get the car as he don't have much time to do that.
I want help in finding the right car. Whether to get a Used one first or the new one?
Also, getting a car on loan will be a good option?
Which car is the best in the criteria of mileage, fuel consumption and reselling??
