Importing large dogs (Dubai)

My husband and I are moving back to Dubai. We lived there in Protected content was able to have our dog actually fly with us on the plane. From what I can tell, things have changed and it is now much more difficult (and costly) to bring dogs into the country.

Has anyone done this recently and have any advice? We will be flying from Orlando to Dubai. We have one 35 lb. Wheaten Terrier and one 65 lb. French Shepherd. I know how to do all the paperwork and hate to pay a huge fee to a pet company to do this for me if I don't have to.
