Lost Money (Dubai)

I 'm behind the guy who stole all our money and left the country.I know this is struggling period and may be I fail,but never give up.Started sending mails to ministry and other governmental organizations with the hope that I get at least some guidelines from any of these entities.Now I know the value of money in its true sense.If anyone can answer for the question below,please do

The person who stole the money had an office in Business Bay.If so,it must be licensed under someone's name and if he left the country the licence must be cancelled.Then how can he legally cancel his licence and show the bank that he is bankrupt when there's already filed cases against him?Please answer this if anyone knows about it....Thank You
