Suggestions ???dubai 21 hour layover (Dubai)

Hey guys! hope everyone is great. I am planning to go to Bahrain on January Protected content . Dubai will be my middle city to comeback home and it will be a 21 hour layover. I wanted to see what you recommend to go see on a budget and what is the best transportation to get there. ANY SUGGESTIONS I would greatly appreciate it. THANK YOU :)
