tenancy contract renewal for short stay (Dubai)

Dear members,
I have a concern regarding tenancy contract renewal for short stay contract (3 months)
I have been renting an apartment on a monthly rent including utilities. My first 3 months contract is being renewed by another 4 months contract and I was able to decreased the rent by Protected content . My agent is asking for a commission fee of Protected content for this renewal. However rera states that a renewal agent fee cannot exceed Protected content . Can someone help me with this issue. I would like to know if he has legal rights to inquire for such a high commission and how much should i pay him for his work. He is stating that this contract is considered like a new one because rent is lower and he had to convince the landlord. Bearing in mind i talked to the landlord for a month to bring the monthly rent down. your help is appreciated
