visa for retirees (Dubai)

Hello to all,
can anyone give me information on this "problem": ???????????

I contemplate to apply for residency-status in the UAE but WITHOUT a work-permit.
My age will be 60+, I will be retired and live upon investment-income.
I want to set up my permanent / first home there.
At the contact-center at the ministry of labor they refer me back to the homepage.
