Working in Dubai - apply from Aus or relocate 1st

Hi
I am Accountant based in Sydney, Australia but would like to work in the UAE in the same field. In your opinion, do you think it's better that I apply from here or relocate first and then apply?
I actually have no idea where to start (other than search engines) and any advice would be greatly appreciated.
