Exit Re-Entry Visa (Khobar (Eastern Prov.))

Working in other GCC countries after Expiry of Exit Re-Entry Visa in Saudi Arabia.

If I go from Saudi Arabia on exit re-entry visa and don't come back, can I go to other GCC Countries?

Actually this is my co worker situation. he finish his 2 years contract from our employer, give notice that he will not renew his contract and ask for Final Exit but sad to say our employer give him an Exit Re-Entry Visa and now he is already in philippines.
