Inexpensive Cell Phones (Frankfurt)

We will be visiting Germany this summer and have been told it might be smarter (cheaper!) to buy a pay-as-you-go cell phone once we've arrived, rather than trying to use our Italian (TIM) phone. Am I correct to assume that we'll be able to buy a phone relatively cheaply and add minutes to it as we need it? We'll only be in Germany for one month.....
