Questions about my Visa (Frankfurt)

Hey all,
Protected content Nandini. Im an engineer and I came across a Job opportunity. The employer is from Baden Wrutemburg . He said that Germany has opened some Integration program for women and that he will apply for me and asked me if i was OK? I replied affirmatively. And Then a week later , when inquired about the process, he said that my CV is being forwarded to the Human resources department in the Recruitment board. And that he ll inform me of further progress!

My question is that I have only submitted my resume and no other documents. Not even my passport copy. How will a Government process be done without any legal documents??? Is the process i mentioned normal or Am i being mislead???? Please Clarify ! and if this is the actual procedure, How long will it take before I'm asked to submit documents?? How long will the total process take???
