Registering Indian marriage in Belgium (Gent)

Hi,

I married my Belgian husband in India (Hyderabad). Our marriage certificate was attested by the state of Andhra Pradesh, and received an apostille from the Ministry of External Affairs in Delhi.
The city of Ghent expects from us a document to prove that our marriage is valid under Indian law. They suggest we ask the Indian embassy in Brussels to write a letter in which they confirm the validity of our marriage. But at the embassy they say they can't do that. They say the apostille confirms that validity of the marriage certificate, and Belgium should not ask for any more proof.

Has anyone here been in a similar situation? How could we get out of this situation?
