Has anyone done the A1 and A2 tests? (Graz)

Hello,
I am a British citizen living in Steiermark and am studying German on my own. I bought some books for the A1 and A2 tests but I have some questions about them. Is it necessary to get these qualifications as a foreigner living in Austria? Also, do you have to do each test or can you skip A1 and just start at A2? How much do they cost?
