having issue with resident visa (Guangzhou)

Hi would like to ask advice here. My husband is working in guangzhou and me and my baby is trying to get the permanent visa so that we couls stay longer here. However his hr department informed him that our tourist visa could not apply for resident visa. Anyone of u here could advice how to go get this resident visa? By thr way im from malaysia..thanks alot....
