Internet provider in Guangzhou

Hi all,
I just moved to Guangzhou, living in The Cosmos compound (Zhujiang new town). As internet is an important utility for me (work-wise and private) I'm looking for the best provider/technology. Currently got hooked up with the china telecom adsl of 12mb because they said it's the maximum apart from the optic fibre which is said to be not allowed. Reality is we're only getting 1.5 Mbps (after 2 CT visits) which doesn't enable to do anything basically.

Does anyone has any tips on this? Cable internet, satellite perhaps or other CT plans with higher speed than 12Mbps?
