Appointments with Vietnamese (Hanoi)

I was in Ha Noi for the second time a few days ago, the first one was a mixture between business and sight seeing, so I had no problem.
The second visit this week for purely a business trip and I only had a few days, so I was trying to maximize my time with as many business appointments as possible.
It looks like impossible to have a proper meeting schedule, everybody tends to change the appointments, some even with a very short notice. It happened also in HCMC.
Is it a common attitude in Vietnam regardless whether they come on time or running late? The worst case was in HCMC, over 90 minutes late.
What can you suggest of how to do it better next time?
