Car/Driver (Hanoi)

Hello,
I just moved to Hanoi, actually Thai Binh, but my wife and kids will come to live to Hanoi on July. I was reading that I can not buy a car as a foreign, so I was thinking maybe I can lease or rent a car for my wife. But also, as the traffic is a little complicated in Hanoi, I was thinking also in hire a driver for her, or maybe someone knows a trusted taxi driver so she can call him/her when she needs to go out. I do not know, what is better for me and my wife.
