moving to Vietnam (Hanoi)

Hi Im thinking to move to Hanoi. Because it is beautiful and interesting place. However Im considering about English. I would prefer to live with English environment not to forget and to keep on improving.
Can we get some opportunity to meet English speakers or work place with English there?
l have been working in Dubai for about 1year.
