withdrawal of cash in Hanoi

hi all,
i'm just back from Berlin & have a Deustche Bank- account.
Could any one tell me, by which bank in Hanoi i can withdraw in cash?
I don't mean ATM -> too little is being done & so high fee.
I have just called the DB-office here. They have no idea of this thing.
