Electricity Rates (Ho Chi Minh City)

Dear Internations,

Our landlord is trying to increase our electricity rate and we cannot find anything in the press about a price increase for November.

I have a feeling we are paying an inflated amount as we are paying a flat rate and someone mentioned that it should be progressive. So, before we discuss our price increase with him, I was wondeing if someone could let us know what the going rate is for electricity per kw. We are living in D1.
