Pet Friendly Apartments? (Ho Chi Minh City)

I am looking to relocate to HCMC next year but I like to plan ahead and I am running into a brick wall...
Most of the apartment listings I look at do not mention a pet policy - is it standard for pets to be welcome or not? If not, how hard is it to find an affordable (~8-10mil VND) apartment that IS pet friendly?

Any info would be greatly appreciated!
