Shipment of Household goods customs clearance (Ho Chi Minh City)

Dear All, hoping for some advice about requirements for clearing my shipment of household goods at customs. I am moving from Dubai to HCMC and have my 40ft container load of goods packed. The shipping company is telling me that I need a work permit to clear my goods at customs. My company is saying it will take minimum of 3 months to get the work permit.
My company is saying that I do not need a work permit to clear customs only a letter from the company.
I have spoken to the embassy who have said that I do need a work permit.
If I do need a work permit it means storage of goods in Dubai for up to 6 months.
I would appreciate input for anyone who has shipped goods into HCMC.
