Is it true we CANT apply working visa inside HK? (Hong Kong)

Hi Everybody:

My Ukrainian friend has been employed by a education institution.....but her company has no experience in applying working visa in HK at all......now she is in HK, but her company said she has to go back Ukraine otherwise she cant get working visa.....

Can you imagine? Going for such a long way to HK for liked 2 weeks, then go back for visa?! Is anyone know how to get a working visa inside HK? liked what kind of documents she needs and how long the application process takes??? Any Tips will be really helpful!!
