Working in Hong Kong ! Is it Hard ?

Hello to everyone :)

I'm considering relocating to Hong Kong, would really appreciate some info about the working visa / regulations for expats:

1. Are there any specific limitations or conditions to be hired as an expat ? Or is it enough that local company willing to hire you ?
(for example in India there is a minimum wage of 25k USD that needs to be paid to an expat)
2. Is it easier to get a job while already being in Hong Kong on a tourist visa, or it is better to find a job ahead ?
