Relocation questions from Sydney Australia (Houston)

Hi,
my husband is considering a job offer to Houston. we have a 3 yo and a baby on way. i have a few questions:
1 - how do I find out about daycare / pre school for my 3 yo. Are they priviately run, or govt run and is there a waitlist (there is in Australia)
2. We are planning on staying within 5 miles of CBD in an apartment for 1st year. Can anyone recommend locations that have good restaurants and cafes (and is safe). We have a decent budget and happy to live in high rise
3. Good places to buy baby items like furniture
4. We will be having a trip over (if we take job) and wondering if there is anywhere in particular we should look at (suburbs, restaurants, kid friendly areas, parks or real estate agents)
5. Good property rental websites for research
