2 foreigners marrying in Turkey (Istanbul)

Hello everybody,
Two of my friends- expats with different nationalities decided to marry in Turkey. One is resident in Istanbul, one on the way to get her residence here as well, but different cities.
Do you have any idea on the procedure? They should marry in Belediye and that is all I could tell them.
