Bank of America - Turkish ATM (Istanbul)

I have a Bank of America checking account in the USA which I withdraw cash from every month. I have been using different ATM machines at banks like Isbank, and Garanti, but each time I withdraw cash I am changed about $12.00 from my bank of america and around $14.00 from the Turkish ATM I used. How can I avoid this fee? I had a chat session with BOA and they were not helpful. I am sick of paying this amount every month when withdrawing cash...
