Bringing a car to Turkey (Istanbul)

Dear all,
I would like to bring my car (from Italy) to Turkey. Does anyone have experience with this? I heard that for expats with a work permit it is possible to bring a car to Turkey and get a "blue plate" or a "misafir arac plakasi" (are they the same?). In this case, where would I be paying the taxes and the insurance for the car? In Italy or in Turkey? And where am I supposed to do the yearly car inspection (arac muayenesi)?
