Bringing pets from abroad to Turkey (Istanbul)

Hi everyone,
We are making a final move from Kuwait to Istanbul.
We have a pet cat in Kuwait and we have been informed that there is a new rule that a specific blood test is needed - the test results come from UK (as I heard).
Now, apparently, our cats' papers have been "lost" and this is causing some delay in my mom's departure from Kuwait.

Does anybody have any idea about this new rule?
They said they check this paper after arrival to Turkey. Is it worth taking the risk without this "required" document/lab test results?

any help, any advise, any experiences with this matter will be really helpful for me.
