Buying an apartment in Istanbul

Merhaba

I'm thinking of buying an apartment in Istanbul, bearing in mind I don't have a residence permit (I'm just a foreign tourist).
So what legal procedures should I follow as a Jordanian citizen to be able to buy an apartment? Plus, do property owners get granted a residence permit?
