cars and turkey (Istanbul)

this must be ever-green subject for expats - 'how can i bring my car to turkey?'.
But this time i am actually more inerested in turkish citizen buying a car from abroad and taking it to Turkey...can it be done? this is not a case of hiding from taxes, Protected content just want to buy a car that they dont sell in turkey :). does anyone know anything about that?
