Connecting to the mains gas for the first time (Istanbul)

Anyone have any experience with this?

I've recently rented an apartment that is newly built. The gas company is asking me to pay for the gas to be turned on for the first time... about Protected content . In the US or the UK, tenant law would protect me and require my landlord to provide me with gas... but I'm guessing here I'm gonna get stuck with this bill.

Any ideas?
